Provide vacation and temporary relief as required.Įducation: A Bachelor's Degree from an accredited college in public or business administration, computer science, human resources, information technology, or a closely related field of study.Įxperience: Must have five (5) years of full-time PeopleSoft HCM Payroll experience, with requirements gathering, tax updates, earnings and deductions, payroll processing, end user acceptance testing, process mapping, workflow/email notification, documenting business rules/specification documents, and analysis. Identify, recommend, and implement the most vital changes related to legislation ensuring compliance in the County's automated human resource and payroll system.ġ4. Perform the most complex and sensitive projects relating to EMACS.ġ3. Assign and review the work of subordinate staff train new staff and participate in the preparation of employee work performance evaluations and may recommend disciplinary action.ġ2. Provide functional expertise in the County's Employee Management and Compensation System (EMACS).ġ1. Assist in analyzing the impact of labor relations proposals on the existing system, determine system compatibility and feasibility of system modifications to accommodate proposed changes.ġ0. Identify system problems and assist technology staff in designing and implementing system revisions.ĩ. Design, implement and maintain system tables and parameters.Ĩ. Confer with departmental managers to identify system problems and design and implement system corrections.ħ. Analyze new system components to determine if previously modified processes can be eliminated or new components require modification.Ħ. Coordinate system changes with departments and technical support staff when changes to law, ordinance or local procedures require adjustments to system processes.ĥ. Participate and coordinate the design, implementation and support of system modules and modifications.Ĥ. Provide review and analysis of departmental work processes and procedures to assure the most efficient and effective use of automated systems.ģ. Serve as a functional resource on matters involving the support, maintenance, enhancement and upgrade of the County's automated human resource and payroll system.Ģ.
